According to the source cited below, they were charged with destroying the Seoul-Pusan railroad two days after its completion, on January 1, 1905. This is a rather well-known image which was also reproduced in Western newspapers.

The Seoul-Pusan railroad was of strategic importance because it made it easier for the Japanese colonial government to transport rice and other natural resources, and move troops around. Forensic science being what it was back then, it’s quite possible these men were innocent. They probably admitted to having sabotaged the railroad after being subjected to torture and/or receiving threats against their families.
