The building boom in South Korea hasn’t stopped. However, many home owners have lost money on their investments from 2009 to the present day. Exclusive and expensive areas in Seoul have lost value as well, but still costs far more to live in than the suburbs around Seoul. You can see construction work going on on every highway you travel. Perhaps not as much as in its heyday, but apartments and commerical construction is still underway. I expect that property values will increase somewhat, but not the speculative style experienced in 1999 until 2008. Speculation drove the prices out of control and it was because some few folks bought up many properties, not to live in, but as investments.
